Israeli forces continue an offensive in Gaza City for multiple weeks.

Mediated discussions aimed at reaching a lasting settlement on a Trump administration initiative to end the war in Gaza have commenced in the mediation venue of Sharm El-Sheikh.

Middle Eastern and regional officials have stated that the sessions are focused on "creating the field conditions" for a potential swap that would involve the liberation of all detained individuals in return for a quantity of incarcerated individuals.

Hamas has said it accepts the negotiation framework in part, but has omitted reference to several key demands - such as its weapons surrender and governance position in Gaza.

Background Context

The negotiations, which will feature regional and international officials conducting mediation with teams from both the two sides individually, take place on the eve of the 24-month point of the military operation on Israeli territories on 7 October 2023, in which about 1,200 people were lost their lives and 251 others were seized.

Recently, Hamas responded to the proposal in a declaration, in which the group agreed "to liberate all captured individuals, both surviving and deceased, according to the transfer mechanism contained in President Trump's proposal" - if the required situation for the transfers are fulfilled.

It failed to address or accept the detailed initiative but said it "renews its agreement to transfer the administration of the Palestinian territory to a local administration of independents, founded on local agreement and regional endorsement"

The declaration omitted reference of one of the crucial requirements of the plan – that the organization consent to its military demobilization and to having no future involvement in the administration of Gaza.

International Response

Many Palestinians described the group's reaction to the peace plan as unexpected, after multiple days of signals that the faction was likely to refuse or at least heavily condition its endorsement of Trump's peace plan proposal.

Alternatively, the militant group omitted its traditional "red lines" in the formal declaration, a action many consider a indication of outside forces.
